Where can my Pokemon relearn deleted moves in Pokemon Soul Silver?

I want my Bayleef to relearn Synthesis. In Hoenn, there is a NPC in Fallarbor Town who can make my Pokemon relearn moves in exchange for heart scales. I was wondering if there is any move tutor in Soul Silver than can my make my Pokemon relearn moves. If there is so, where is he and what should I give him in exchange?
