Does anybody remember the name of an old 80s movie where there is a character that drinks motor oil?

I seem to remember the movie being about a futuristic car. I think the setting was like an old Mel Gibson Mad Max theme but not sure. The guy drinking the motor oil was bald and he drank it out of a plastic milk jug in one scene and out of an old penzoil can in an another. the movie wasn't bad just a little weird.
