Is campaign finance reform a pipe dream?

Almost every single person in Washington is owned by corporations. It seems like no real progress can ever be made on any issue if it stands contrary to corporate interest. The system needs to be reformed; but the only people who have the capacity to reform the system... are the exact people who are paid not to. Is there a way out of the paradox?
